Consultation opens on new freedom of speech conditions

The Office for Students has announced new conditions of registration for providers on how to enforce and oversee governance and legal duties regarding freedom of speech in English higher education.

The conditions will take effect on Thursday 1 April 2027, and the regulator is seeking feedback on the guidance and the approach to assessing compliance. The consultation is now open and closes on Monday 23 November 2026: Consultation on new conditions of registration for free speech .
