Medr regulatory system: consultation outcome

On 1 April 2026, Medr published a regulatory framework for tertiary education.

Before its publication, the regulator sought out views from Welsh tertiary education and training providers. On 10 December 2025 we responded to Medr’s consultation on their proposed regulatory system. Our response shared our views on the overall regulatory approach, the proposed monitoring arrangements, the implications for governance and management, and the staff and learner welfare conditions of registration.

The regulatory system will come into effect at the start of the 2026/27 academic year. We believe it’s important to highlight the impact of our work and celebrate how it influences sector stakeholders. In this instance, it has shaped regulation relating to procedures and operations. We also want to recognise the collaborative work of our Welsh community, whose contributions enabled us to draft a response to the proposed system. We intend to continue submitting work that engages our community and drives further impact.

As always, we'll continue working with Medr to share updates from our members about the impact of this new system, ensuring it delivers on its objectives without putting strain on Student Services professionals.

Below, find our response to the consultation, and the recommendations from our response that impact the final suite of documents.
